That's not really how probabilities work. There's so many things happening in the world that you expect some things that are individually unlikely to happen to happen almost all the time. You just don't know in advance what those things will be.
Just like when you're buying a new car, you start to see the same car everywhere, we collectively no tend to look for "once in a lifetime" event everywhere.
Dangerous goods shipping is about to get *even harder* than it already is... If I were to take a random guess, this had something to do with some dangerous goods being packed improperly or some other freak accident like that.
