Ask HN: What is the current SOTA transcription software accounting for accents?

I recently returned to my home country to deal with a bunch of administrative stuff like passport, banking, and getting a driving license. Everything is in Malay which I don’t understand. Coming from the countryside, there’s also a slight accent that messes up Google Translate and whisper which makes transcription itself completely wrong.

What has been the best (preferably open source) transcription/translation software for less well known languages with an accent in your experience?
