When an employee quits they should have to exhaustively enumerate such trade secrets and evidence the quitting employee in fact knows about them.

"They have trade secrets" -- prove it.

Or maybe it should be like

Employer: "We don't want them to work for anyone else" FTC: "Sure, but then you have to pay them for the opportunity cost of lost work"
