Ask HN: How do you measure credibility of a dev shop?

Let's say you are a startup and you'd want to bring on board, a dev agency. (In an ideal state, unencumbered by the choice tools/platforms available now in the market)How would you assess the credibility of an agency before contracting work to them? What kind of data would you collect?
