Because time-zones are based on regions and borders, not by degrees on a globe.
An example for economic "region" would be the northwest county of Indiana which is the same time zone as Chicago, one state over in Illinois, while Indiana is otherwise one hour ahead.
Didn't Indiana transition to be all in the same time zone recently?
OP has a misleading premise, and the top comment thread is focusing on a less relevant detail. More relevant comments focus on the longitude, rather than the straight-line distance.
