Why hasn't streaming gone after YouTubers?

We all know there's no good direct competition for YouTube, but I'm wondering why no big streaming service like Netflix has...

a) Started to offer "shorts"

b) Offered a big exclusivity contract to a popular YouTuber

No doubt there would be some risk involved, but the paycheck would make it more than a worthwhile risk for the YouTuber, and streaming services make big bets every day. Am I off base in thinking this is destined to happen?

I think the incentives are different for Netflix and Youtube.

Youtube wants engagement so they can sell you ads, Netflix just wants subscribers, they don't care how much I watch or how engaged I am, just that I keep my subscription.

Wouldn't the ability to watch your favorite YouTuber be a good reason to subscribe to a service?

Perhaps, people do currently support Youtube creators using services like Patreon.
