More broadly - Israel is a wealthy, westernized nation. Reasonable policy would be to gift them with ~$0 - the exact same as we gift to Australia, Belgium, Japan, Norway, Portugal, South Korea, Switzerland, Wales, etc., etc.

Back when Trump was freshly elected (2017- ), Israel paid an American lawyer for advice on how best to skirt some pesky American laws.
By the low, low moral standards of American politics and corporations, it doesn't sound like Israel did anything particularly bad. And they even seem to have cared about being (just barely) on the right side of the law!
(Unlike, say, Boar's Head, with their Death by Liverwurst little packing plant of health code horrors.)
But, of course "Because [Israel|Jews]" the whole thing is a giant hot button.

I’m not sure how one can interpret hiring lawyers for the sole purpose of figuring out how to evade our laws shows that they cared about being on the right side of the law. If they cared about being on the right side of the law, they’d have simply registered as foreign agents, as the law requires them to. According to the leaked emails, Liat Glazer, then a legal advisor to Israel’s Ministry of Strategic Affairs, worked to hide the Israeli government’s hiring of Sandler Reiff, the American law firm they engaged to help them figure out how to evade the law [0].
