I feel this is incomplete without considering a corporate tax-motive, where the company needs a certain number of butts-in-downtown-seats in order to retain certain beneficial "job promoting" arrangements.

More generally, a large number of employees with a definite location provides a certain kind of political influence to the company for lobbying purposes.
