I still don’t understand why iCloud cannot have a switch to keep the pictures even when I delete them on my phone (where storage is more sparse).
OneDrive with an MS-Office subscription actually solves this. Syncs in the background and I can access the pictures on my laptop without downloading them from iCloud.
