Competitive marketplace for trained neural nets?

For the purpose of this question, let's constrain to a use-case where you need offline functionality and you are recognizing letters and numbers and perhaps simple objects.

As an app developer I would like to have a pluggable architecture where I can pick "The Best" black box. I have an image which is the input to the black box, and I want to get some output. The output is metadata about objects or entities found in the image, their location and confidence level.

I'd like to see a marketplace where providers are competing to license me their custom proprietary pre-trained neural net.

Has anything like this existed or have I missed the boat completely?
