^ This is how to get ahold of dang. Dang has also stated many times that `@dang` is a no-op, I don't know why people keep using it.

It's a Twitter idiom. Why would anyone expect it to work here, of all places?

It's a filter the moderators add to your account when they deem you a low-quality / troublemaking poster. It limits you to a few (probably four) comments per hour. They won't tell you when it was applied or why. It's also permanent unless/until you ask forgiveness for your behavior and they decide to remove it.
