This is called tithing most places.

Considering that 70+% of the federal budget is spent on some sort of social program, I'm going to say, I already have given more than 10%.

I realize that some are valid and necessary but they cannot all be.

I give 10% to my elderly parents, and they live in a country that doesn't have social welfare.

And how much I wonder of your hard earned 10% of contributions goes to pay for their comfy corporate offices and CEO wages before 0.005% of your contribution actually gets to those who need it.
