This website looks like a Kremlin news piece based on the previous disinformation it spread in the past. A Russian website whose second headline news article somehow blaming COVID on NATO ("Dutch Minister of Health: Covid-19 is a NATO military operation") doesn't seem like a very reliable source on the recent sabotage of Europe's communication services to me.
My thoughts exactly. Just a look down the top-10 list of articles at the top right gives me pause, and I don't see this news being reported anywhere else.
