Top 40% of income earners have a federal tax liability. Bottom 60% don’t. So you flip from the wealthier paying for roads to the folks who can barely afford roads today (including gas and tolls).
Are people doing so well they want their taxes to go up for the roads they have to drive on? Those are not the vibes observed.
TLDR Removing income taxes is regressive and will accelerate wealth inequality.
I said that sarcastically of course. When one normally suggests elimination of income tax the first thing people blurt out is along lines of: "who will make the roads?"
You are correct, things can be charged where they belong with options to avoid them: like you can takes roads that do not have a toll, or not use the road at all (fly?)
