If you really want to work remote, get contract work and state in your contract how often you will go into an office/on-site. I've done this for 12+ years (well before covid) and don't ever have to worry about it getting taken away one day.
Stealth layoff/ Tax responsibility transfers from the Corp to employees. IE locval tax breaks because they promised commuters would spend money near the office, which let's be honest, they can't really promise that in the first place. People vote with their wallets and the zeitgeist is that if you are forced to RTO, you DO NOT spend any money near the office.
