Question about Cellphones

Is it possible to route multiple traffic on a cellphone through the same ip address. In other words, supposing you have a static IP for a phone can multiple phones use the same address? Or can a phone then access the web traffic from other phones? I believe my phone is being stingrayed by the gov.

That is called a hotspot. The us government has easier and cheaper methods to hide what nobody should know. fake agencies, secrecy laws, combining budgets with harmless ones, ...

You are probably like most people spyied by private companies you never heard of that sell the data for cheap.
