Transgender girls and women are girls and women, and something tells me you would have zero problem with transgender boys and men competing against cisgender boys and men.
That is an argument out of (uninspiring and not unexpected) ignorance; there are plenty of “biological females” (technically speaking, we all start there, BTW) who end puberty with more muscle mass than their average male peer, especially once you account for food access during puberty. Considering “fastest runner” is not directly correlated (and is certainly not caused by) “greatest muscle mass” but has a everything to do with proportion of fast twitch to slow twitch muscle fibers (which also has no obvious and certainly no definitive causal connection to a Y chromosome), there’s no reason to believe the fastest human would necessarily remain biologically male, if the dietary and training regimes were entirely equal (including entirely equally funded) and with all other incentives being equal.
Let’s worry about letting people be their authentic selves first, which may well involve dropping gendered sporting boundaries (which primarily exist to protect male economic and social domains from female competition, anyway).

This isn't true. Sexual differentiation begins around the sixth week of embryonic development. Prior to that, the gonads are undifferentiated.

But we already have evidence that this is the case, in world records for elite athletes, for whom training is optimized: the male times are significantly faster than the female times.

The rationale for women's sport is that it is fair to exclude male physical advantage from competition. The primary reason for existence of the female category is fairness. In contact sports, there is also safety to consider.
If competitions were mixed-sex, they would be dominated by male athletes in almost every sport. Again there is plenty of real-world evidence for this.
See, there are biological men and women. If a human does not feel like it, what is the problem, what is the solution?
It reminds me of the debate „is it a hardware or software problem“. You could fix the software (driver) or the hardware. Or state „this configuration just does not work“.
Back to transgenders. Assume male hardware with software that wants to run on female hardware. Okay, change some parts of the hardware, improve. But don‘t expect compatibility or even equality to original hardware.
The reality of biological sex as a “hardware” function is vastly more complex than you are (apparently) aware, human beings do not actually arrive in one of two binary forms that fit comfortably into your bias towards biological essentialism.
Any attempt to divide human beings into two neat categories will always fail, unless it’s a line between the informed and the ignorant on a specific topic.

(d) “Female” means a person belonging, at conception, to the sex that produces the large reproductive cell.
(e) “Male” means a person belonging, at conception, to the sex that produces the small reproductive cell.
All fetuses are female for the first 6 or 7 weeks, regardless of their chromosomes. Trump just accidentally banned men.

This is false. We all begin in an undifferentiated state before our genes differentiate us down a female or male pathway.
Female development is not equivalent to the undifferentiated stage we all start with as fetuses.
