Actually I may have an explanation for that. When an athlete is not officially represented by any country, they might still be allowed to compete, but whereas other athletes will have their nation's flag next to their names, that athlete will simply have the olympic logo. So I think that means that an athlete who has been in that situation has never won a gold medal. I believe there is at least 1 athlete in 2012 who is in this situation.
