With news like this, it's difficult to argue that Musk is cutting government for his own benefit.
How so, when he's also and earlier cutting the agencies and inspectors who were investigating illegalities from his companies?

Of course, this certainly makes it far easier to argue that he is merely slashing about without a forking clue of what he is doing.

It also is still not that difficult to argue that he's not also working for his own benefit, even in regards to this. Mainly, Neuralink is nowhere near the biggest project he's involved in (certainly for near-term considerations) and if he's got the power to hire, fire, and re-task employees, he can easily fix any problem slowing his interests, so this would merely be a blip of "Move Fast, Break Things", and this is just a "Fail Fast — oops, let's fix that one".

Why? The first 4 government functions he dismantled or took over are CFPB, NLRB, USAID, and Treasury. Weakening, removing, or taking control of any/all of those directly benefit him.

Either way, it doesn't matter what his motives are. He's not Congress.

(Purely to play devil's advocate): Couldn't one argue that, given how large his companies are, (he is literally the richest man on earth), most government agencies he touches would affect him one way or another?

Heck, I bet even the Dept. of Agriculture has something to do with Starlink in farming equipment, or radii for rocket launch pads and farmland, or who knows what... I'm making this all up but it's plausible.

But that's just more reason to not have him being involved with this pruning. Too many conflicts of interest.
