Hard to tell from the tweet whether he meant lawlessly open borders, or if he just means US companies shouldn't have to jump through unnecessary hoops to hire talented outsiders.

I don't have a strong view on what US policy should be. But outside the US, it feels very strange to even consider overstaying one's visa. Deportation, extremely slow processing (whilst being kept in what is effectively a prison), and financial penalties are the norm for illigally overstaying in most of Australasia and South East Asia. (I'm no expert; just have familiarity with a few countries I've lived in / visited, and they treat overstaying super seriously - it's weird that the US doesn't, or, well didn't).
