If you leave it up to programmers to choose to use AI or not, in the context of writing business software for pay, then you should not have responsibility for managing software development. Hobby projects and personal exploration, sure, but in a professional environment the management and team decide on the tools. Companies that expect their programmers to use AI should have a strategy around that, licenses, training, etc.
