Precisely. The fact they are not using a "scalpel" means they do not want surgical results. If you want the entire system to crumble you use a sledgehammer, wrecking ball, etc., on the most fragile parts.

That's what they want: to break the entire thing. I don't know why that is such a difficult conclusion for people to understand.
