”Cosmic ray” from an unmarked van parked outside the building, perhaps?
Might be because I don’t have an account so I don’t see it but is there more to it than that one tweet making the claim?

Solution to democratic elections:

- Candidates are chosen at random from the public. They can decline or accept.

- Each candidate must pass a rigorous psychological exam.

- Voting consists of people walking into a chamber where the candidates each sit in a chair held up by a rope. The voter pulls a mechanical lever to nick the rope of candidates they dislike. Heavily disliked candidates will have their ropes cut and fall onto the sea.

- If selected, candidates are guaranteed to be provided with food, shelter, and healthcare for life.
