All anti-BDS that I am aware of operate through government employment and contracting.

Yes, but it's still under the authority of the contract. That means that expressing support of a boycott is not illegal, it's just grounds for termination of that employment.
Not that I care to give Trump any ideas, but if he wants to show "confidence", go buy some of that cratering TSLA stock, not a car. Oh, not all that confident, eh? Yeah, me neither, because one is a rapidly depreciating asset and the other you can at least drive to the store.
Sure... but who's paying for these shares? It's sort of been Trump's modus operandi to harp on how much money he has and then get someone else to pay for what he wants to do.
Apropos of the Morgan Stanley reference in the linked CNBC article. Goldman Sachs and other have MUCH lower price targets. I mean, I'm no expert, but I do know there's a range of opinions on what the appropriate price for TSLA shares are.
Full disclosure... I bought TSLA way back when, before Elon got super-weird in public but sold it in 2021. I made a HUGE profit, but felt it was a little too risky to put a lot of money into so I didn't get "life-changing money" from the deal. Still... I have a personal, good experience from TSLA and try to give Elon the benefit of the doubt, but dang, everyone seems to be going crazy these days.

In the most egregious cases, these do things like fire School teachers if they are choosing to avoid Israeli products in their personal life.
