Well, since the US Executive Branch is gutting[0] the regulator in question, the National Highway Traffic Safety Administration (NHTSA), I wouldn't hold my breath.
As this sort of thing continues apace, I keep asking the same question: Cui Bono?[1]
The doors should have opened, but they should also not have all been on drugs. Either would have prevented this. I'm not saying one is more important than the other.
Does not say whether the occupants inside were conscious and trying to unlock the doors to escape? Because a locked car door is a locked car door, doesn't really matter what brand of car it is.
