I dont like binary world views (order vs chaos) but let me have my hot take.
When you take the opoosite perspective, i dont think that anyone there considers themself as chaos or bad. For them its always good order.
What you percieve as chaos winning is imo the primordial ape mind rallying around a "strong" alpha male while punishing the out-groups to make their tribe great again. It is just a different value system that does not care about all those complexities of eg. how crimininal biographies or transsexual orientations emerge. And that ignorance is what makes it harmful in the end.
The question whether you control (order) or let go (chaos) to achieve something is too broad or too simple to answer generally.
