cross-tenant traffic leakage. For example, initial connection packets (like TCP SYN packets) could be broadcast or misrouted to unintended servers! If Hetzner servers aren't isolated at L2, it means your server might be able to see or interact with other servers in the same network segment. ARP (Address Resolution Protocol) is used to map IP addresses to MAC addresses on a local network.
