It turned out it is a scamIt was initially brought in to combat the low wage factory sweat shop workers and those employers paying slave wages.The same type of scam when they use child abuse scare stories to bring in laws to remove encryption.This was at a time just after the tories, under margaret Thatcher's government, who dismantled the unions and working rights.I forsaw exacly what would happen.Most employers got rid of their staff for all sorts of reasons, then re-employed new staff on minimum wages.Forward 25 years and most people are paid minimum wages.Win Win for employers. lose lose for the workers.A government agency sets the minumum wage amount for the benefit of employers not for the benefit of workers.
