Install the transmission-daemon and transmission-cli packages, and control the daemon with the transmission-remote command (from the latter package).

Yes. I'm seeding about 30TB. I've dug into it and it's as advertised.
Is there a torrent file containing all of these torrent files?
More torrents are added, most days. That might preclude the a master torrent. That and the sheer size.

The best way to preserve the [more] endangered datasets is to use the RSS feeds. They have them split-out for various focuses like scarcity, source, threat level, etc. I went with the "all" feed and filtered in my download client.
