It seems reasonable that the energy and computation requirements to simulate our universe couldn't be done in an equivalent universe.
But isn't the assumption that the "encapsulating system" must inherently be more "powerful" than our own, in the same way that computer systems running simulations function?
In my understanding the amount of energy in our universe is limited and this limitation is related to the very basic parameters of our universe. To escape this limitation you need to have an host universe with different fundamental constants. (chapter 4.5 in the paper)
