While it sounds like they've addressed some (many?) of hte issues, the author nails it near the end: "Recall continues to demand an extraordinary level of trust that Microsoft hasn't earned." What's to stop them from changing it, after a few months, when people are used to it?

Exactly. If the software is loaded then enabling the service is just a feature toggle. The only way someone would know it is enabling itself is if sites like HN start talking about it.
