The USDA's own website has the following headline text:

"Testing for HPAI H5N1 is crucial to achieve disease freedom from this virus in U.S. dairy cattle. USDA works closely with Federal, State, and industry partners to ensure our testing activities are comprehensive. "

I guess the USDA and FDA are failing to communicate with each other.

1. Throw away safety regulations written in blood and regulators that cost relatively pennies.

2. Give your demographic a tax break.

3. Wait for people to be injured.

4. Blame the other political faction.
