Texas secures $1.38B settlement with Google over data privacy (reuters.com)

This sounds like a good thing to an outside observer. Can someone clarify if this is actually a good thing (i.e. not significant caveats), and perhaps contextualize it a bit?

Honest question: So who gets this $1.38B? The user? Some company? The government/treasury?
