Containers of various Cloud Run services started shutting down in a loop. GCP Support mentioned an "internal incident". Anyone else facing this?

We saw two Cloud Run services in us-central1 go completely silent (no log entries) for ~40 minutes from 6:16am UTC. All requests failed with status 500.
