I didn't read much beyond the subtitle - "Why Bargaining With Authoritarians Fails"
Early 20th century history also has plenty of lessons about the economic and social circumstances under which authoritarians rise to power. Lessons pretty much forgotten in recent decades. Doubtless the rich & powerful have encouraged that - relative prosperity and security for the 99% is seldom in their short-term interests.
Sadly, I've yet to see any sign of today's (supposed) anti-authoritarians getting serious about reversing the trends which feed the growing authoritarianism.
And at some point, the authoritarians get powerful enough that they don't need to negotiate anymore. Or even pretend to negotiate. :(
