Ask HN: Can self-hosted VPN access the restricted public net?

Nepal government just banned facebook, discord, reddit, and other social media. I am hit very hard by reddit.

i am thinking of self hosting a vpn as that is the budget option. But I do not think it is gonna work without me purchasing a VPS server elsewhere and routing traffic via that server.
