The title is 'Oracle Unveils $5 Billion Investment in UK Cloud Infrastructure' and the text has nothing about making Oxford a new Silicon Valley.

Doing so would be an assertion that all previous attempts to make "a new Silicon Valley" - Silicon Fen, Silicon Glen, and more, including the existing Oxford Science Park - did not succeed.
