Hmm… that's the U.S. Secret Service, not the CIA, and they found lots of interesting stuff except an actual plot to "attack" anything, in NY or elsewhere:

First they say it is a DoS operation against the cellular network, then that it was used to send encrypted messages (why would you use a cellphone to do that?) to criminal groups, which is it? Or, you know, it could have simply been a bot farm.
What does the CIA have to do with this story?
I'll admit that I got distracted by lead agent's super rad name. I'd like to think someone at the Secret Service said "we need to bring in McCool" as soon as they discovered the potential threat.
