Ask HN: Handwriting OCR Options?

I'm looking for options to convert handwritten documents to text without online services. I specifically remeber someone on here providing a link to a blog or something about doing this with historical document in some society's archives, maybe in SF area. I think it used a local machine learning OCR library that has been around for a while and is popular with converting historical documents. Any ideas what that library might be?
