Ask HN: Does Google bury relevant results 3 pages deep?

Someone made this claim here: https://news.ycombinator.com/item?id=45816968 The user name was “mtillman” if you want to find the comment in that page.

He cited this court document as a source: https://www.courtlistener.com/docket/18552824/1436/united-states-of-america-v-google-llc/

I can’t find a part of that document that backs the claim up, but it might just be because I don’t know what to search in the page for.

Have you guys seen this claim elsewhere?
