CA spent over $450M on a new 911 system. It's now scrapping the flawed design (sacbee.com)

Is this old news? I wasn't able to find anything about it in the LA Times or the SF Chronicle.

This is a story about governments being bad at contracting. If this had been a commercial contract California would be recouping its monies or the vendor would be on the hook to fix it.

Smells like fraud and theft.
