* When do I know if I have enough specification detail to start working on filing a patent?

* Does this public repository qualify as prior art?

I suppose that you'll have to add something significant to whatever patents there are extant along the same lines. So, that means a patent search is a necessary step, to know what has already been filed similar to your concepts.
