How do I go about hiring a good hacker and test their coding skills to build my AI tech.

Is there anyone in your social network that has the skills to interview a technical resource? If not, use a reputable head hunter or even a consultancy. It is easy to bullshit a non-technical person with jargon that sounds reasonable so don't just wing it.
