Ask HN: What was the article about the effects of law on Protected Classes?

I remember there was a link here about a study related to the effects of law which tries to protect a class of people (e.g. the handicapped) and showed that they end up in a worse situation. However, I cannot find the article now and I was wondering if anyone remembered where it is. Thanks!
