its going to take some imagination. you need to work both ends of the stick, and do CNC mills as well, then dream up any objectionable pairing that allows you to print and cut, or cut and print, until you have a restricted item.
WA govt websites are atrociously bad (moved here recently)

This one says I have JS disabled, which is def not the case

bad link - (1) it's to NoScript page (2) there is no bill number in it, so it is impossible to recover
Doesn't make sense... most of the software used on 3D printers is open source.
