Hotmail/MS new spam filtering causing issues for ESP's (status.mxroute.com)

Microsoft's new spam filtering is affecting mail deliverability from a number of email service providers. MX Route is recommended here often enough that these issues may crop up for people here

A few suggestions [1] as a possible way to drain the queues very slowly, although obviously not a complete or ideal solution.
