The WSJ describes a US citizen's constitutional right to due process as a 'hurdle' that could 'hobble' intelligence operations. Read that again and notice whose side the sentence is written from.
Can you provide the direct quote? I don't subscribe to the WSJ so can't see what you might be alluding to.
Does this mean he owes US income tax? Maybe the IRS will get him.
