I'm seeing this exact trend playing out while building resume tools for devs. The hiring is definitely happening, but the front door (just blindly dropping a PDF into Workday) seems completely closed.

Companies are filling these roles quietly through back-channel referrals or highly targeted sourcing before the reqs even go public. It's brutal for juniors who don't have a network yet.
