There are some differences between the 9a and 10a that might influence purchase decisions. Tom's Hardware did a side-by-side of the Pixel 9a vs 10a (albeit not running GrapheneOS):

So much text and it doesn't even mention what is probably the most important improvement in the 10a: its modem. The Pixel 9 had a substantially better modem, which the 9a didn't get, but the 10a did.

This leads to substantially better battery time (which can be seen in the review) and connectivity.
