Meetup.com login appears to be exceeding its reCAPTCHA Enterprise quota

I was trying to log into Meetup today and got this on the login form (preventing me from logging in):

"This site is exceeding reCAPTCHA Enterprise free quota."

Is this a common failure mode for large sites using reCAPTCHA Enterprise, or does it suggest a billing/configuration issue?
